1.Brian Fay thinks human actions are unpredictable because human thoughts, though not in principle unpredictable, are pragamatically and epistemically unpredictable(p.118-120). What this means is that in practice, for the purpose of generating knowledge, it is very unlikely to predict future change of human thoughts. What example of conceptual innovation can show the difficulty (not the impossibility) of it being predicted before its historical emergence?

2. Although Fay deny the practical possibility of social laws, he thinks we should not conclude from this that “no general statements at all are possible in the social sciences” (p.122). Why does Fay thinks general claims in the social world are possible or even necessary?
