Regulatory approaches to quality measurement
As the assistant to a Regional Director of Quality Assessment and Continuous Improvement, you have been asked to (a) develop local surveys and (b) determine if there are national databases to be used for benchmarking. This is to be an annual project, and thus an opportunity to create a model for the facilities’ forthcoming QA&CIP. It is also important for resource allocation in addition to determining how much of the facilities budget will need to be allocated for the forthcoming Regional QA&CIP. While it is not possible to prepare and evaluate numerous quality measurement projects, you decide to collect patient, provider, compliance, and system-wide measures that can be aggregated into a meaningful regional facility profile on such short notice.
Then, prepare the assignment as follows:
Using the chart provided below, identify how each of the tools can be used to measure quality and for which purpose. For example, would a control chart provide information about patients and/or providers? Perhaps the control chart is more useful for evaluating compliance with a certain set of regulations such as the NCQA’s HEDIS data set. Yet another option for a control chart is that it is useful for a variety of quality measures.
Once you’ve determined how each tool can be used, prepare a narrative not to exceed two paragraphs for each that describes the following:
How the data were collected;
The caveats for its intended use, if any;
If these data you are collecting for a regional database can be benchmarked to a national database. If so, please identify the national database.
