1. Your proposed topic. Describe, in roughly 200-300 words, the topic and explain why it’s important and relevant to urban policy.

2. The policy of interest. Describe, in roughly 200-400 words, the government policies or proposed policies of interest — this can be state, federal and/or local, and US and/or abroad — that you’re interested in studying.

3. Identify two municipalities, cities or urban regions of interest that you’re interested in comparing. Under certain circumstances I’d consider a paper that allows comparison of separate neighborhoods within the same city.

It could be any topic I chose homelessness and this is my propsal I wrote attached below.

There’s a ton of information here on general-purpose federal policy, but not very much on the urban setting. So the half score (remember this is basically a pass-fail assignment) is there because I’m not yet quite seeing this work without a clearer indication of the case study. As soon as this is fixed I can reset the score to a full pass.

HOWEVER — I think this can work and you can probably safely proceed on looking into that case study. There are some other factors beyond the question of federal programming you’ll need to take into account, including New York City’s generally high (by US local government standards) level of intervention in low income housing but also the implication of having low income people living far away from large sources of jobs — for example that contrast between Harlem and the lower West Side that you bring up in the final paragraph of this proposal.
