PART 1: INSTRUCTIONAL LEADERSHIP PROJECT (ELPS 284): Direction to Candidates: Read the case study below: Your school district is a conservative community whose residents value academic achievement and strong moral guidelines for their children. Parents are generally not opposed to change if they are convinced it would improve their student’s success, but they would not support unproven alterations to the school curriculum they felt was working. As the school principal, you decide to introduce the concept of performance-based assessments. You feel confident about gaining approval and discussing your plans with the superintendent before beginning any discussions with parents or staff. All teachers seem to be on board as the new assessments become aligned with the curriculum and state tests. However, there is one 5th grade teacher (very traditional) in your school that is 14 opposed to this change and becomes very vocal about her opposition. Word has now spread throughout the close knit community. The Parent Advisory Council, which acts as a watchdog over the District, has begun publicly questioning your plan for performancebased assessments. Contemplate what you would do as the principal in this scenario and respond and develop a plan that addresses all of the following questions/directives: 1. Discuss how performance-based assessments fit into your overall vision for your school. How would you collaboratively develop, articulate, implement and steward a new shared vision of learning with the superintendent, teachers/staff and parents? (ELCC 1.1) 2. How would you collect and use school data to identify new school goals, assess organizational effectiveness, and implement plans that would support your use of performance-based assessments? (ELCC 1.2) 3. What kinds of strategies should be in place to use and promote continued and sustainable school improvement from implementation of the performance-based assessments? (ELCC 1.3) 4. How do you evaluate school progress and revise school plans supported by school stakeholders? (ELCC 1.4) 5. Now that you have performance-based assessments, how does it help you to sustain a school culture and instructional program conducive to student learning? (ELCC 2.1) 6. Describe how you, as the principal, will: a. Create and evaluate a comprehensive, rigorous, and coherent curricular and instructional school program. (ELCC 2.2) b. Develop and supervise the instructional and leadership capacity of school staff. (ELCC 2.3) c.
